California Gov.-elect Jerry Brown, who in 25 days will inherit a state in a decade-long economic crisis, is hinting that he will ask voters to make the choice of approving higher taxes or living with big cuts in government services.
In a meeting with Republican senators this week, Brown said he wants to "rip the Band-Aid off next year," referring to the state's budget woes, and hinted that a special election this summer was part of the plan, the Los Angeles Times reported.
California has furloughed state workers and cut some services, but is still in a deep economic well.
"He intimated strongly that he wanted to go to the ballot but did not say so explicitly," Republican Senate minority leader Bob Dutton told the Times.

Why put it on the ballot just do it, I live in CA we can vote for something with 78% of the people saying NO they don’t want a certain thing and it goes to the courts I don’t need to go into detail what I am talking about. We voted many years ago to stopping illegals and that went to court, the list goes on and on.
Let’s see CA run by dems, the bay area has the mass of people to vote for increased taxes just do it we are expecting it, I give up living in CA frankly the CA legislature doesn’t care about the people.

aaaahhhh...Governor Moonbeam...the med fly...the extreme damage to agriculture before Moonbeam finally allowed pesticide spraying...after things were so bad that even CITIES had to be sprayed. Whadda’ governor that was!

Eh, if enough Californians vote for it, then they are getting what they voted for. IE - what they wanted to have happen.
And if it’s the typical soak-the-’rich’ scheme, the ‘rich’ will leave. Which leaves a higher percentage of Californians as the parasites that vote themselves the largess of the non-parasites. But there won’t be many non-parasites left, so they’ll then turn on each other until it all collapses.
Farmers and other agriculturists could have a tough time moving.
It's not impossible to sell farmland, but it can be difficult to get a good price, and one that will buy suitable "replacement" land, which is the cases of some row crops & orchards, can be very much next to impossible to adequately replace.
There are climatic reasons why California is the nation's salad bowl. Lettuce, celery, broccoli, cauliflower, tomatoes (South Florida alone can't grow enough winter tomatoes, or particularly grow enough roma's for ketchup).
Avocados, anyone?
The avocados on the Coast near Morro Bay are getting ripe and being picked --- about now.
They may not be as quite good as some the best which come from the San Diego area (which also ripen sooner) but they easily beat the Chilean ones I've seen, in every category --- size, texture, taste, overall quality in general.
Then there are the honeybees, and the almonds. Pistachios & walnuts, Navel & Valencia oranges, lemons, limes and other assorted citrus. Some rice, a little cotton... and that is only the beginning.
A California crab license won't do a guy much good elsewhere. A California salmon troll permit doesn't do anyone much of any good, anywhere. Swordfish drift net permits, ain't worth what they used to be (due to increasing regulations, as much as anything) but the State will not allow longline for much of anything other than blackcod (sablefish), and that and many other fisheries are all done in Federal waters, anyway, though California regulates anything that is landed through their ports unless one declares intent to fish high seas (outside of 200 miles).
Some businesses are very much area specific.
I have assumed that the assault on Prop 13 would come, but haven’t seen any articles on it yet. Do you know of one, or the nature of the scheme Sussman was talking about?
