Emanuel Tax Paperwork Complicates Residency Case
Chicago Tribune ^ | December 12, 2010 | Kristen Mack and Jeff Coen

The hundreds of pages of records Rahm Emanuel's attorneys filed ahead of Monday's hearing on his bid to stay on the Chicago mayoral ballot complicate questions about the former White House chief of staff's residency.

Emanuel amended his most recent tax returns late last month as those opposed to his candidacy talked about the arguments they would make in trying to knock him off.

In his original 2009 Illinois tax return, Emanuel checked the box "part-year resident" and noted he lived in Chicago through June 30, 2009. The amended return is dated Nov. 24 of this year, the same day the first formal objections against Emanuel were filed with city elections officials.

In addition, on the amended return Emanuel listed the Milwaukee Avenue address of the condominium where he currently resides — not the Ravenswood home his family owns that is occupied by a renter who declined to end his lease early when Emanuel

Too bad Martin Short (shyster attorney Nathan Firm) and Harry Shearer (Sixty Minutes interviewer Mike Wallace) aren't able to parody Rahm Emanuel's legal case on SNL.

And Emanuel could be represented by the prestigious firm of Dewey, Cheatum, and Howe ...

It has been so many years that I had forgotten how to spell the character’s name. It would be great if Martin Short brought this comedy sketch character out of retirement.

It would be hilarious if the “amended” tax returns contain no changes to actual dollar amounts and only reflect a change of address and a box checked “resident.”

The timing of this makes Emanuel look like a fool.

Rahm's 2009 Illinois tax return indicated he was only a “part-year resident’’ that year, and had moved to Washington D.C. But after returning to Chicago to run for mayor — and after several people challenged whether he was eligible to run, Rahm filed an amended return. “The original return’s statements regarding part-year residency were not accurate,” Emanuel and his wife wrote in a return filed Nov. 24. “The amended returns make clear that we were full-year residents of Illinois in 2009. … We are also full-year residents of Illinois in 2010.”

But did he pay his Illinois property taxes?

The Illinois Review News reported then-Congressman Rahm Emanuel and his wife did not pay real estate taxes b/c according to the Cook County Assessor’s website multi-millionaire Rahm Emanuel's Chicago home didnt’t exist. There seemed to be no public record of Emanuel ever paying property taxes on this home.

The Cook County Assessor’s and Cook County Treasurer’s online records indicated Emanuel’s neighbors pay between $3,500-$7,000 annually. The Illinois Review News organ's investigative reporters was unable to locate any evidence that Emanuel--- a multi-millionaire---was paying taxes.
