The fund that doles out cash benefits to Pennsylvanians who have lost their jobs has cushioned the effect of the recession for untold numbers of state residents, but it has been operating in the red for some time, and the bill is about to come due.
Taken on its own, the Unemployment Compensation Trust Funds shortfall would represent a massive challenge. To shore it up, Pennsylvania has borrowed $3 billion since March 2009 from the federal government, and starting in January businesses will begin seeing higher taxes to help pay it back.
But add to the picture the recession-caused falloff in state revenues, a broken state budget process, the colossal public pension funding problem and the looming disappearance of federal stimulus money, and you can see why more than a few people in Harrisburg have remarked with wonder that anyone would want to be the next governor.
Gene Barr of the Pennsylvania Chamber of Business and Industry said he wants a compromise that offsets the increased costs with moneysaving changes, such as forcing recipients to prove they are looking for work and a reduction in benefits for those given severance payments when they are laid off.
Theres a reason why Pennsylvania spent more money on unemployment compensation benefits in the last two years than any state except California, Barr said.
Pennsylvania is the only state that does not make its beneficiaries actively search for work, although some states with such rules dont do much to enforce them

Obama has made this economic mess far worse than most people realize. Not only has he plunged the country deeply into debt, but he has helped feckless state governments--mostly Democrat--borrow and spend and put off the day of balancing their budgets.
Loans for unemployment benefits. Loans to keep teachers salaries up. Loans for this. Loans for that.
As a result, many or most states have put off the evil day when they have to deal with their problems. Which, of course, makes their debts higher, their deficits larger, and the real cure that much harder.
Which, of course, was his intention.
Yes, the work-search provisions MUST be enforced. The extension of the eligibility dates for EUC is an abomination. It is another way BOZ is screwing small business...

I personally know of seven people on unemployment collecting for....months, who are also doing the same type of work UNDER THE TABLE. They used to brag about it at the gun club, but now they realize people are p!ssed and keep it quiet.

The internets makes it easy to claim to be looking for work.
Throw out lots of resumes, repeat as necessary.
Perhaps the real reason for a shortage of funds is an exceedingly true high unemployment rate and/or “mismanagement” of the funds (that just can't be in such an uncorrupted state Government such as Pennsylvania).
Too bad that facts get in the way of a good story.
