So, whoever this was emptied their clip and that was why the crowd could tackle the perp. 15 round clip, my immediate take is a 9mm (others will weigh in with other calibers, I'm sure.
The shooter was on a one way trip with that logic. If THIS was their plan, they were "disposable"; either that, or there was no plan and the shooter is a nut case.
