There is no mention of an armed citizen response. But that is expected as government lawyers did not want any mention in the document of indicating citizens should defend themselves with a firearm if so armed.

In AZ any law abiding citizen can carry a gun with no permit needed. Why was nobody in the vicinity of the shooter armed? That they were all walking around like sheep to the slaughter is the problem.
There is a run on ammo in AZ.
