The German government on Friday said it was working on a bill aimed at battling a growing tide of complaints against noisy children in what is a rapidly ageing society.
Regulations on noise fall under Germany's emissions laws, and a bill tweaking these is due to go before Chancellor Angela Merkel's cabinet in February, a spokesman for the environment ministry said. "Noise made by childcare centres, playgrounds and places where ball games are played do not generally constitute a harmful environmental effect," the Passauer Neue Presse daily cited the bill as saying.
The government is also working on an amendment to building regulations that would make it easier for childcare centres to open in purely residential areas. "Children making noise does not constitute something... that citizens need to be protected from by law, but are an expression of liveliness," Peter Ramsauer, construction minister' said in Berlin.
Germany, where just 14% of the population is less than 14 years old, compared to 45% in Malawi, for example' has seen a spate of complaints against children being children in recent years. Some of these have resulted in kindergartens being refused planning permission or childcare centres having to build noise-protection walls so as not to disturb locals.

There are times when I would like to call the Kinderkarting Kops to have the parents arrested.
And yes, I am of German descent.
I watched a documentary on the SS once where a guy was talking about a ceremony where SS officers were being honoured.
A bunch of boys got bored and wandered off, and one of them threw a rock at a nearby cat. One of the SS officers noticed and walked up to scold them, telling them that treating animals like that was cruel and wrong, and not worthy of their Aryan heritage.
The NAZI regime never found it necessary to pass a law telling kids to behave. I guess the solution is somewhere in the middle.
Your comments are not, in themselves, objectionable, but seem strange in the context of this article, which is not about children with behavioral problems throwing tantrums or otherwise creating disturbances in airliners, at shopping centers, etc. while their parents stand by and shrug their shoulders sheepishly.
I hope that, by "public space," you don't also mean playgrounds, soccer fields, and child-care facilities.

Somehow this world forgot what the sound of LIFE is, I’ll take a dozen noisy kids over one truck using jake brakes or the squeal of a lefty newscaster.
Children laughing and being kids at a playground = beautiful music.
Children being PITA in an adult setting (i.e. restaurant) = uber-annoying.
But it’s the PARENTS who need a whack or three from a Kindergarten Kop riding crop!

A law like this makes more sense than Cap & Trade...or at least we can prove that kids make noise.

Those old geezers should accept the need for daycare centers.
Both parents (of pre-school children) are having to work to pay taxes for their government pensions and healthcare.
They better pray that couples have more children to keep up with the aging trend and tax burden. (The kids will stop laughing soon enough).
Germany, like all of Europe, is dying due to the people's unwillingness to reproduce.
I think the sound of children playing is a normal, wonderful thing, but I would love to pass a noise ordinance against loud mufflers and loud sound systems in cars.
ya, a law against laughing kids seems a bit crazy to me, how about they focus their energies on real issues, like the islamification of Germany and the rest of Europe?
How about a law calling for the public whipping of parents who let their kids scream in malls, stores and restaurants?
Amen some parents act like the kids are dogs and take them out for a walk without a leash.
