According to the comments at the link, the statue was damaged a short time ago and it was blocked off to prevent even further damage during the King rally.

According to the article, they covered the statue to protect it from the crowd. There have been incidents in the past.
Now, as to why it was necessary to do this, we are left to use our own imaginations.
