OK, I understand that, and I see how it works for adoptions. But, is the presence of such an envelope concealed as well, or is it evident? So, if we conjecture that BHO's birth certificate was altered in the course of the adoption, can't we ask as to whether there is a sealed envelope with earlier information, even without opening it?
Here's another question: Suppose this is true, and BHO has decided to use the more African sounding Obama name. Should he have had it changed legally? If it was changed legally, would it have to be added to the BC file (I think not)? If not, and he's doing business under an alias, is that a big deal? He's the political artist known as "Barack Obama" a la Prince.
Actually, I think that would be problematic, because it would probably mean that as an adult he hasn't renounced Indonesian citizenship, not to mention issues of collegiate aid fraud. I don't think I could just change my name on official documents, driver's licenses, passports, etc., without going through the court system to make it official.
No, adult name changes do NOT change the name on the original BC, just the childhood adoptions.
