An appellate court has ruled that Rahm Emanuel is not legally a resident of Chicago, and therefore cannot run for mayor. The decision overturns a previous ruling.
“We conclude that the candidate neither meets the the municipal code’s requirement that he have ‘resided’ in Chicago for the year preceding the election in which he seeks to participate nor falls within any exception to the requirement.”

UPDATE: ”The Supreme Court is absolutely loathe to overturn an appellate court decision,” an Illinois lawyer tells Politico’s Ben Smith. I have heard much the same from others familiar with Illinois judiciary — the state supreme court is expected to be even less-friendly to Rahm than was the appellate.

I tend to agree with you. It’s not like the guy just showed up from Arkansas or something and never had anything to do with Chicago before.

This and the Bears got their butts handed to them. The karma is knee deep around the hog pen called Chicago. Now let more of the Windy City’s seedy underside get exposed. The rest of the State of Illinois doesn’t deserve to be dragged along with the filth of Chicago.
Our nation didn't let that happen in the past - they were allowed to go to DC for only three months out of the year. We should demand a return to that sanity.

Emanuel’s argument is a variant of Bill Clinton’s famous line.

Rahm intended to live in Chicago, therefore he’s a Chicago resident.
Maybe he can find the judges in the gym and try to intimidate them in the nude while executing ballet routines.

The fact is he did not ‘reside’ in Chicago the year prior. No amount of lying, scheming or Clinton campaigning can change that.
He had access to the finest lawyers, but he never did that. Leading me to believe that Obama directed him to run for mayor at a much later date. Rahm was caught flatfooted with no residence he'd actually lived in.
He's doing the best he can to wiggle around the law, but so far, no dice.
The higher courts in Illinois are not controlled by Cook County or the City of Chicago. Their gaggle of judges/justices are comprised of many from the conservative counties around the state.

Actually, they are required to maintain a residence in their state, and they are requird to pay their state’s taxes. Rahm did neither of those things.
The Court made its decision based upon the clear language of the law and refused to carve out a judicially created exception based upon Mr. Emanuel’s claimed good intentions.
Does he have to give the payoff money back to all those that have contributed to his race? After all, they will have to buy protection from the next corrupt Democrat that gets elected.
That opinion was weak, prima facia. Not yours, the court’s.
War ain’t over yet.
I don’t want to be a wet blanket but I read the Appellate Court opinion. It could easily be reversed by the Illinois Supreme Court. It’s not so cut-and-dried as we would wish.
But the opinion does officially “taint” his campaign and has unquestionably damaged it.
