I think we have to keep in mind that Wikileaks isn’t privy to private phone calls, so who knows what was agreed on with whom.
Most of the time, they’re reporting one side of something, and it may not be the final ‘call’ on something....it could be an idea that was thrown out. Wiki is going to throw it out there and hope it causes chaos.
