He acknowledged that Obama is pushing a five-year domestic spending freeze, which the administration says will save $400 billion over 10 years. But Ryan said current spending levels are already too high and that sustaining those levels will not solve the "debt crisis," which he described as the biggest domestic problem facing the federal government. The deficit for this year is projected to hit $1.5 trillion, though House Republicans are trying to whittle that down with their own spending plan for the remainder of 2011.
"It looks like the debt's going to continue rising under this budget," Ryan said of Obama's plan.
He added: "Presidents are elected to lead, not to punt. And this president has been punting."

They may be elected to lead, but they don’t make the budget. The Congress does that.
Obama is pushing a five-year domestic spending freeze after he increased the rate of spending, another Obama 3 card Monte game.
Bingo!
With all due respect, Representative Ryan and the rest of the Republicans really need to take a long, hard look in the mirror before they start accusing anyone of "punting" on fiscal discipline.......
House Republicans' top budget planner said Sunday that President Obama's soon-to-be-unveiled budget proposal does not appear to go far enough in cutting back spending over the long term.
The President’s “budget” proposal is clearly designed to counter and neutralize the Republican effort to cut spending.
That’s true. And it’s totally meaningless. From what I can tell following the news lately, RYAN is the one who punted. Isn’t he the guy who proposed puny little cuts? Didn’t it get the tea party ticked off? I wrote my critter and warned him that Ryan’s proposal was not sufficient. And then didn’t the house come back with a bigger set of cuts? Ryan is merely trying to deflect onto Obama criticism that HE is getting.
Exactly. Ryan’s just trying to deflect some heat off of himself that he EARNED.
“With all due respect, Representative Ryan and the rest of the Republicans really need to take a long, hard look in the mirror before they start accusing anyone of “punting” on fiscal discipline....... “
Got that right. Ryan releases a 32 Billion cut package, only to be steamrolled by the 87 GOP newbee’s into cutting more.
The administration, though, is casting its proposals as a significant step forward in addressing the country's fiscal problems.
"After a decade of rising deficits, this budget asks Washington to live within its means, while at the same time investing in our future," Obama said in his weekly radio address Saturday.
There will be no significant cuts in spending or in the national debt unless we are forced to by our new Chinese masters.
But since he doesn't make the budget, it's meaningless what he wants.
If this is the best that conservatives have to say, it will be a losing battle for the House Republicans who are only 1 leg of the 3-legged stool necessary to get a budget passed.
The House holds the cards. It starts with them. Make the others shut down the gubmint.
The more I think about it, the more pathetic Ryan’s comment is. He’s granting Obama power he doesn’t really have.
Troll.
A proposed $32 billion cut from a budget when the national debt is accruing at $6 million a minute. Most of the $32 billion was nothing more than budgetary parlor tricks. These guys are not remotely serious about cutting anything. They are whistling past the graveyard, knowing full well that they will be long gone from Congress before the consequences of their actions (or lack thereof) are realized. This is why I constantly tell people to watch what they do, don't listen to what they say......
lol!
I’m amazed anyone expected anything different from the guy who loves to vote “present”
There supposed to get back to 2008 levels...to start with...32 billion does not cut it...the senate will want to spend more so we get zero cuts..
