Ashes to ashes, dust to dust. Historically, it used to be common to just move the headstones if a cemetery had to be relocated to make way for a construction project. It would have been less of a desecration to simply ignore bone fragments when digging a building foundation than it would have been to dig up everything and try to find all the bone fragments (the coffin, shroud, and flesh having long since rotted away).
