GOP lawmakers 1 vote away from health care bill OK

RALEIGH -- A Republican-penned bill seeking North Carolina to challenge the 2010 health care overhaul law is one vote away from Democratic Gov. Beverly Perdue, who seems ready to ignore the measure if it hits her desk.

Perdue said last week she wasn’t likely to veto the bill, meaning the measure would become law 10 days after she receives it. Perdue’s office calls the bill a distraction and says a federal lawsuit challenging the law is already under way.
The bill aims to block a provision requiring most people buy health insurance or face a penalty. The measure also directs Attorney General Roy Cooper to defend the challenge.

However, Attorney General Roy Cooper (D), even though directed to defend the law, may choose to do a poor job. It’s a 50/50 with Democrats whether they will enforce laws they object to, or otherwise do their job, or whether they run away.
Is Perdue chicken?
The governor is going to nullify the legislature, who are nullifying the federal government, who are nullifying the Constitution.
North Carolina constitution doesn’t do “pocket veto.” Gubernatorial inaction means the bill passes, not fails.

The source is predictably weak on journalism, failing to mention that historic background, for example, and the first conclusion one has to make (if the reader remembers the margins) is the NC House GOP continues to be plagued with it's chronic RINO cancer.
First, the headline says "GOP lawmakers" and not the NC House.
Not factually incorrect, yet vague enough to shotgun anger on both the NC House and Senate GOP caucuses. This normally wouldn't present a real problem unless you are trying to get closer to the person responsible, the "one vote."
Now, after reading the brief story you can exclude the NC Senate majority (31-19), they've already passed the bill.
This leaves the House, where at least a few GOP Members - who once voted to create a "co-Speakership" with the Dems, notorious RINOs of the First Order are still in office.
The House is controlled by Speaker Tillis' new GOP majority (the first since 1995-1999) (68-52) and this means they have more than a problem of "one vote."
For the NC House to be one vote away from doing the right thing - forcing the "attorney general" (former Democrat state Senator Roy Cooper, more a part-time consumer advocate and spoils-system feather-bedder than an authentic attorney general) then the NC House GOP has to have a problem with seven or eight of its members - to even get close to that single vote margin, as advertised in the headline.
