I posted this ealier in another thread (so forgive me this repost): in Wisconsin where bills without fiscal notes, CAN be voted on, introduce a bill that states: Any Senate/Assembly member who misses x-number days (say 10?) of legislative session without excuse, is determined to have abandoned their seat, and the governor can hereby appoint a replacement for the duration of the term.

I propose that the sitting Senators and Representatives declare unfilled seats in the chamber empty, and that the Governor may replace those empty seats.

What rules are in place to deal with situations where a large portion of a legislative body is ever involved in (God forbid, this is completely a hypothetical situation where I’m not wishing this at all) an accident like a plane crash where a quorum-preventing number of senators were killed.
2/3rds of what...Assembly? Or the remaining senators? I’m sure it’s different in every state, but when you “require” a minimum number/quorom, what protections are in place to ensure the govenment keeps running (fiscal appropriations/bills)
So they make the law read that all excuses must be presented in person to the clerk of the senate, on the floor, to an official quorum of senators.
So they can avoid being removed, but they have to get a quorum to do so.
I was posting in jest ... relating to how the teachers were getting their ‘written excuses’ on the plaza.

I think you’ll need something more. The fleebags ( I love that term) are still “working”, much like when elected officials go on a junket. Plus, who deems it vacant? I wish this would fly, but I don’t think it will.
Ah, but, unfortunately, they have an excuse. They are delaying the vote.
.......without a VALID excuse of which validity is to be determined in a timely fashion by a committee of 10 appointed by present Senate/Assembly people.
