I thought at least one of the dems was present for some kind of vote or procedure on the phone. If a dem could call in on the phone for something that they want to be present for are they not also able to call in for this vote and should be counted as present? When they call in for something else cannot this vote be presented to them at that time?

Can Walker not just play hardball and have the Senate pass a law that it is illegal to escape the State in order to deny a quorum and therefor a vote?

The Wisconsin Senate could pass a law that those who flee the State for the purpose of preventing a quorum for a bill they do not want passed will be fired.
