It's based on where the income is earned, and not all states are aggressive about it. I've no knowledge whether Illinois is. But, for example, trust me, as an employee of a firm in Illinois if I work a day in New York, 1/365 of my earnings will not only be subject to tax in NY, but will be reported to NY. I don't know the reporting requirements of the various states, but per the Franken example, or athletes, you may be subject to state income tax for work, including singing and playing ball, in various states, irrespective of your state of residence or the state of your "permanent" employment.
As I noted, I don't know Illinois' position on this, but as far as I'm concerned they can tax the Senators from Wisconsin and any ballplayers or entertainers who show up here.
BTW, this is an issue primarily because the WI Senate deserters claim they're working here in IL talking to constituents and EMailing. When they go back, they want their pay.
Malfeasance becomes an issue at some point. The WI Constitution allows representatives to be compelled to attend to their legislative business, something the Founders didn’t forsee for Congress. If they’re AWOL, they shouldn’t be paid at some point. And in the end, should be subject to more severe sanctions.
