This is an interesting question. Were the funds actually donations or payments for programming?
The fact is, many state universities actually run the public broadcasting stations, both radio and TV. That is the actual stations are owned and operated by the states. With the exception of some western states that utilize Pacifica, I think all public broadcasting stations are operated by the states. Rather than have a free standing state broadcasting bureaucracy, that task was delegated to the state run universities.
The University of Florida was one of the first and is emulated by Tennessee and North Carolina and others.
The fact is that many Republican governors could bring about change in NPR/PBS by simply not carrying their programming or insisting that the programming be for all people and certainly eliminate the propaganda content. Also, Conservative content could be broadcast at a governor’s insistence if there was someone like NPR/PBS to develop and provide the programming.
I hate to say it, but after reading this article from Glen Beck’s The Blaze website

I no longer trust anything from O’Keefe. In fact, based on real investigative reporting from The Blaze, it looks more like O’Keefe is willing to fabricate and manipulate his videos to say anything he wants them to say - true or not. I don’t care what point you’re trying to make - I don’t like being manipulated by anyone, thank you very much.
Exactly, someone had to have organized all of these universities to give this money. Who was that? Some communications professor buried in an acquisitions budget?
