Hilderbran: Use Rainy Day Fund appropriately, and only for intended purpose

This week, the governor, state comptroller, and House speaker announced a plan to withdraw up to $3.2 billion from the state’s Economic Stabilization Fund in order to help cover the $4 billion shortfall Texas faces this year. This is the appropriate decision for our current economic problem, but we must find other alternatives for addressing the $13 billion shortfall projected over the next two years.

In 1988, voters approved the creation of the Rainy Day Fund, as it is more commonly known, via an amendment to the Texas Constitution. Severance tax revenue from natural gas and oil production, as well as surpluses in general revenue, supply the fund. According to the Texas Constitution, this money may be used to “prevent or eliminate a temporary cash deficiency in general revenue.” That is exactly what we are facing now, and using the fund for its intended purpose is sound fiscal policy.

The elected just do not get it...They do not see that we have a spending problem they see we have a revenue problem and they want to use the rainy day fund short term and tax penalties for increasing revenue. They just can not get we will not except anything but smaller government. Not larger government and more regulation.

Sounds like the Karl Rove Brand of Repulicanism, a/k/a “Progressive Republicans”, are on a mission to preserve their high paying gigs at “Government, Inc.”. These Rove-Bush-Rockefeller types need to be branded as exactly that: Progressive Republicans

And everybody thought Perry was a “conservative”. He’s just another RINO.

Who will rid us of these troublesome RINO’s?

More seriously, how is it that Texas can’t get a real conservative Speaker of the House, Governor, Lt. Governor, etc.?

Since 2001 the state budget has increased well over the rate of inflation and population increase. Moreover, in 2001 the budget had plenty of lard. Someone needs to open a spine transplant clinic in Austin.

They need to cut spending, period.

Politicians don’t think ahead, if we spend the money now to support government growth it’ll just make things worse for the next session.

Its the same kind of thing happening in Kalipornia and at the federal level.

Big government people are the same in either party

Texas has some of the worst RINOs and the whole GOP there are RINO. The Bush clan sucking up to the clintons, pushing for gay marriage, bashing Palin et al. They are Connecticut Rockefeller Repubs.

If you look closely you will see that “progessive Repubicans” or RINOs, in Texas, are often the same as the “good ole boy network”.

I think Rick Perry fits this precisely.

In my urban Texas county, we have replaced the County Judge and a couple of the County Commissioners with people from
outside of the good ole boy network. They ran the county for years and years. They were typically from the “founding families” (ad nauseum) that lived in the county from before the time of Jesus.

These people ran the county like a feudal kingdom, overseeing the gravy train of county budget money and directing it to favored contractors and etc... They raised property taxes continually for 30 years and gave county employees a 200% match on pension contributions. 200%!! Try getting that in the private sector!!

The new Judge and commissioners came in and started to roll all that back. Now the “good ole boy network” is pi$$ed and
wants desperately back in power to re-establish the gravy train system.

This same system exists on the state level and Rick Perry is in charge of it.

It’s like the bumper stickers in central Texas say, “KEEP AUSTIN WEIRD.” They have succeeded in doing so.

The only people who think Gov. Goodhair is a "conservative' haven't been paying attention. The only time he even talks like a conservative, is when he's up for re-election.

A lot of this money is going to help fund schools. The problem is that most ISDs in Texas think they need a stadium that is as large as college stadiums. Our small ISD laid off five teachers, but kept all eight football coaches. Go figure.

Hey Arrowhead, how is life on 183 and the west side of the lake?

The problem is that most ISDs in Texas think they need a stadium that is as large as college stadiums. Our small ISD laid off five teachers, but kept all eight football coaches. Go figure.

A couple of points to throw out...our district recently looked at the cost of building a new stadium. One of the things that drives up size and cost is ADA. All press boxes now have to be handicap accessible. In most cases if you plan on a larger home side of the stadium, your looking at an elevator to the press box. The second thing the district found out was it is cheaper to make a one-time investment on the new artificial turf, than it is to make a long-term investment on maintaining a grass field. But you are correct that a lot of these newer high school stadiums look like mini college stadiums.

Another point...remember in most cases football coaches also are teacher. Probably the only one not teaching a class is the head coach (and he is probably the athletic director). They do get coaches' pay, but the school district is paying them to do two jobs. And they do put in a lot of hours. Not that school districts couldn't do without a couple of coaches, but they could also do without some administrators too!

Now, that is so true. Every ISD is top heavy. We have the same problem at work. Our higher office is funded at 95%, but the shops are lucky to be at 50%.

Actually, I am on the NE corner of Lake Travis. It is very dry and also windy today.
