It sure is ,, I was on a jury once and convicted a man who held a young woman in a similar way until her sister paid for the drugs. $600 got him a few years.
Since it was done to a member of the media, by a staffer of the VPOTUS, it could be considerably worse - official oppression. Not that anyone will likely do anything about it though. At worst, the staffer gets fired.
