Public schools' tax-funded payola is docked whenever a seat is empty. The more chairs are filled, the more money in Democrat Party coffers (an abbreviated description but accurate).

Speaking of prisons: School administrators (wardens) are more afraid of being labeled a "dangerous" school than labeled academically "failing."
