No, it really isn't. If they don't agree to lower the city's costs, then you fire them. Not really that complex.

A Teamsters Union contract that runs until June 2017 prohibits the city from transferring certain driver responsibilities to other employees, except during emergencies. Nor is the city allowed to sub-contract services in a way that would trigger driver layoffs.

Ok, so these employees can't be fired and have their jobs given to other workers, or contracted out. Then, make them earn their pay for the time waiting. They have to assist the crew they transport on their job site, so they actually work instead of just sitting around.

Oh, come on; it's just a paltry $90,000 each. Think how much MORE it would cost if they had to actually DO something.

When I worked construction, the working-foreman drove the crew, if any driving was necessary; and NOBODY sat around, unless they wanted to take a hike to find a new job. Same with "chronic absenteeism", which had a very loose definition of "chronic".

Daley was hoping that leaching off the Olympics would continue to support the graft. But when the Obamanation made the stellar sales pitch that dumped Chicago out of the running in the first round he knew the jig was up. Why do you think he's retiring?

Emanuel will preside over the financial unraveling and will be a one-term mayor. Then Jesse Jackson Jr. or some other member of the poverty pimp class will become mayor and Chicago will crash and burn, like Detroit has.

You forgot about clause 213, paragraph C, subparagraph 2, sub-subparagraph iii of the contract. Can't do that either, odds are.

This is a good illustration of FDR's remarks about public-sector unions.

There are work rules in contracts that forbid that and unions are very picky about enforcing them. A driver drives, a ditch digger digs and never will they be allowed to assist each other.

If a driver witnesses a cave in and a digger is in trouble, only diggers may dig him out, a driver may not grab a shovel and help.

These rules are terrible and should never have been agreed upon but they do exist and must be honored for legal reasons (a contract).

The contract should never have been agreed upon but what is, is. The solution lies in never again agreeing with such rules, there are many more asinine rules that must be negotiated out of future contracts.

The best solution of course is to eliminate public sector unions but realistically, that ain't ever gonna happen in Chicago.

Unfortunately, your dismal prediction is probably accurate. At least, some movie producer will make another "Escape from...." film to enhance some action star's career.

Illinois is a hopeless cesspool.

In most counties closest to Chicago, public servants do not get to keep their jobs for long unless they show demonstrated enthusiasm for re-electing all Democ’rats, via donations and/or volunteerism.

See how long you get to keep your job if lists show that you are donating to conservative causes! (or just NOT donating to libs)
