Time for a three strikes rule, or less. Do something stupid, at a minimum bus privileges are revoked for 1 year, with suspension from school, possible expulsion and criminal charges too.

We had a crazy kid on the school bus once. The bus driver put him out on the street, 15 miles from his home. Never had issues with that kid again.

Arrive at school, get handed a toilet brush. Clean every toilet until you can eat off the bowl. Repeat daily until behavior conforms

Mommy or Daddy (if they exist) complain, they can clean the toilet for junior or put up with junior at home.
