What is ludicrous is that the state of Hawaii has no law allowing an individual to get a certified (notarized) copy of their birth certificate.

My birth-state has such a law. I have mine and it is a totally legal document for business and passport transactions. I don’t know whether a COLB would be acceptable for either in certain states or by the Passport Department.

Has anyone asked them?

You assertion is just not true! I have spoken personally with the Lady in Vital records and she has made it plain that if a notarized paper copy made from the original paper document is needed, the state of Hawaii spends a lot of money maintaining a vault for such paper documents and a notarized copy can be made. John Klein of CNN floated Axelgreasy’s lie through Lou Dobbs and too many have been deceived by the lying scum sucker.
