California uses a percentage of price instead of a flat per-gallon rate, plus it allows local taxes, IIRC.

In Los Angeles County, the taxes per gallon are as follows (based on $4.20/gallon gas):

$0.18/gallon Fed Excise Tax
$0.18/gallon State Excise Tax
$0.012/gallon State Underground Storage Tank “Fee” tax
$0.373/gallon State/County/Local Sales tax

Total is: 74.5 cents/gallon or 17.7% of the pump price.
