Recall how the investor protections in NAFTA were handled. Congress didn't want stop NAFTA, they wanted labor and enviro protections added. So, Clinton negotiated a parallel agreement with the labor and enviro protections. Then, Congress approved both agreements.

Yet, when California and the EPA set new rules for US-owned trucks, they fine companies who do not comply.
