Editorial: Brown regresses on prison contract

While he was governor, Gray Davis approved a plum contract for the state's 30,000 prison guards. In 2001, legislators were told that the estimated cost of the 2001-06 contract signed by Davis would be $567 million. It was $2.3 billion.

Gov. Arnold Schwarzenegger worked to wrest back control of the prisons from the CCPOA. But now that he is governor, Jerry Brown is reversing those hard-earned reforms on behalf of a major campaign contributor.

Here's just a sample of the potential damage in the proposed contract:

* Because of new "days off" provisions, starting employees would have eight weeks of paid time off each year.

* Each officer would be required to contribute one hour of vacation time a month for union representatives to do union business on state time.

* Any guard who gets an annual medical exam would be paid $130 every pay period. The contract is not clear whether that pay comes every 11 days or every 28 days. Either is outrageous. Before the Davis contract, officers had to pass fitness tests.

* Back in full force is the "entire agreement" clause allowing the union to challenge and interfere in virtually any change by prison management.

The ONLY result possible of these giveaways is to make running the prisons MUCH MORE costly.

...and that means that the state will be REQUIRED to release even more prisoners early (or simply not jail them), and more people will be KILLED, RAPED, ASSAULTED, ROBBED, or have their car door SCRATCHED.

A FUNCTIONAL Republican party would use the talking points above when discussing this issue. A non-functional Republican Party would simply say they want tax and budget cuts and not bring up specific consequences. We got the Dems on this one, IF we’re capable...

Right now, the California libs are worried that the politicians are going to take them down. They are the only ones left in the State practically. And if California degenerates into an anarchic state, it’s the libs who will pay the price.

Two words: Willie Horton. Talk about naively releasing evil people who go on to commit heinous crimes and rather than feeling shame, the dems will say "racist!" and the press will turn the story into "GOP fights to keep minorities in prison".

I say have the fight because most people will see through it, they don't want violent prisoners released, but the GOP is the "scared stupid" party, they are so scared of bad press that they do stupid things.

Yep...unfortunately the brains behind that operation died (Lee Atwater) died years ago. Huckabee is the latest re-incarnation of Dukakis, with one of his (personally-signed) early release types running off to Seattle and killing 4 cops in cold blood while they were eating lunch (or something).

But overall...it’s not even close as to which party seems to want more felons on the street.

So, maybe a nice database of these little angels, with a little history of what they did, who released them early, and what happened next.

30,00 prison guards? Wow. That probably doesn’t include federal, county and city guards in California. I wonder how many guards we have across this country because people can’t obey laws.

So as it happens I was in California the past two weeks and there was some news about a proposal by Brown to move a significant number of inmates from state prisons to county lock-ups to help the budget. Prisons are cheaper to run if you have no prisoners, just guards to pay.

Funny, to see some Freeper comments you'd think Arnold never tried to do, let alone actually do, anything good while in office. He tried to battle the public unions until the voters handed his head to him.

California pays more than twice as much per prisoner than any other state in the union, and the troika of lunatic judges that have taken over the prison system (including failed lawyer Clark Kelso) are demanding more, more, more. California IS BROKE!!!

Oh and did you know that prison guards get “walk time” in which they are paid for the time it takes to walk from their car to the door of the prison or the time clock, whichever it is? And they have a nice little side business that the state seems unable to stop because of this “walk time” in which they bring pay-as-you-go cell phones into the prison and sell them to the prisoners! That’s how Charlie Manson got a phone – and the gang-bangers at Corcoran can go right on running their gangs from inside the prison! The state can’t do anything about it because they’d have to screen the guards in a metal detector or do a pat-down, and that would cost more because it would add to the “walk time.” Sweet deal, huh? Imagine being allowed to bring in contraband to people you’re supposed to be guarding and no one can do anything. Estimates are it brought in another 1.5 million to guards in UNREPORTED income.
