So, if someone shows a passport from..say...Zaire...or Chad..or Ivory Coast...or South Africa...you know...somewhere in Africa...then they get in free...or at a discount?

“Free” referred to the event, not admission to the zoo, which is free every day. This incident is really a shame because the National Zoo ordinarily is a very safe place to take your family.
