How do you know that Obama is spending any money? If Obama himself has to request the certificate of live birth from Hawaii, I would assume it's because he's the only one who can legally do a FOIA for it.

FOIA has nothing to do with requesting your own birth certificate. In fact it has an exemption that forbids filling requests from others for "personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy."
