He could end all the “silliness” extremely quickly and easily if he wanted to.
About two million in legal fees keeping the birth certificate from being released. I think that goes a bit beyond what almost anyone personally would consider “silliness”.

Name ONE problem that fraud has ever solved!
Releasing the cert takes minutes, fighting and altering the docs takes much more time.
