Super weird.
1. It does not matter what gentiles do. Gentiles do not fall under Jewish law. The only way this would matter is if the two women or the men were Jewish. Since they are not, this makes no sense at all in any context.
2. Why include the photo at all? Why the effort? If the photo is offensive in some way, then just don’t print it.
This is really strange. I know a little about Judaism, and this is just bizarre. It almost seems like a code or a signal of some kind. That’s all I get. There is no religious justification for it that I know of.
Now, this is unless it’s a similar picture taken at another time....say they both went to the restroom, but that’s highly unlikely and I just mention it just in case.
Girls always go the the bathroom in pairs.

Correct....I read a little fast and posted hastily. I used to live near a neighborhood with a large Orthodox Jewish population. Never understood why they wore those wigs instead of a more conventional head covering. From what I understand, those wigs aren’t cheap, either.
Scarf isn’t enough. It’s the potential for physical contact that is bad. In Lakewood NJ, the mothers waiting with their children for the school bus stand on the opposite corner from the fathers waiting.
I once asked an elderly man staggering from car to car on a 90 degree day if he needed help - he stood bolt upright and staggered down the middle of the street.

No Nancy boys or women. Even Obama looks marginalized, off to the far edge and looking like his clothes are too big for him.
Frankly, I think they're on to something, metaphorically speaking.
If anything, this cropped, Photoshopped version diminishes Obama even more than he appeared to be in the original. Strangest presidential photo I’ve ever seen. President is hunched over, making himself seem small. Insignificant. He’s off to the side, almost in a corner and nearly in the background. He looks more like a minor aide than the boss. Weird.
I know the admiral is operating the equipment, but that could be done on the side. No reason why Obama could not have occupied the center seat.
The photo angle eliminates the side of the room where the POTUS’s puppeteer Soros is seated. < /sarc >
Notice tht the other woman in the background is also gone.
That particular newspaper (and two other brooklyn based hasidic newpapers) are published by the Satmar sect of the Hasidim which are staunchly against Isreal!! Google ‘Satmar’ for more info...
