Is Mexico not also her ‘community’?

Is her degree not of more value to the community in Mexico then it is here?
To answer your questions: No. If there was more value to her being in Mexico, she would be there. Life here is so much better (safer, more ammenities, social status) that she would suffer much loss in returning to Mexico.

You are equating "value" on a monetary basis, I was using the word value as being applied to the greater good of the "community" which she seeks to serve.
