It depends on which conservative ideas one talks about. You will note, for example, that "budget cuts" are very popular to talk about in the abstract, and not at all popular -- even among putative conservatives -- when the cuts have a personal component (e.g., Social Security or Medicare).
What happened in 10/2010 was encouraging ... but it more a reaction to Obama's policies and those of the Democrats in general, rather than an actual referendum on conservative ideas. People were uneasy about what they saw; that is not the same as saying that conservative ideas are actually popular.
In reality, conservative ideas are on trial right now, in the Congressional budget fight and elsewhere. There is a fairly broad demographic (how broad, remains to be seen) that is at least suspicious of what they're hearing, and some of those folks are outright alarmed by it.
What's difficult to find in that trial, is a coherent idea of what constitutes a "conservative idea," much less a group of spokespeople who can articulate and defend those ideas. What we're left with right now, is those predictable leftist attacks against the strawmen that seem to define "conservatism" among both the left and right.

What r9etb describes as the actions of the left are exactly what r9etb is doing on this thread, i.e. describing conservatives as uncaring with respect to the poor.

I don't think much of a hunger situation exists today. Baby momma don't want to get outta bed after a night of carousing, or staying up watching late night tv. Easier to send the kid for taxpayer grub @ school.
Deterrent effect. If they learn their kids will be taken away, it only takes a few expensive snatchings before the rest fall into line and behave more properly, fearing the same.
