The House of Representatives voted to open more of the nation's oceans for oil and gas exploration on Thursday by a vote of 243 to 179.
The "Reversing President Obama's Offshore Moratorium Act," requires the Interior Department to set a production goal of three million barrels of oil per day for its 2012-2017 leasing plan.
In order to reach that target, the legislation requires the department to hold lease sales off the coast of Southern California, in the Arctic Ocean, off Alaska's Bristol Bay, and in the Atlantic Ocean from Maine to North Carolina.
Republicans say that the bill, along with two other drilling measures passed earlier this month, would create 1.2 million jobs and lower the price of oil. The Congressional Budget Office says that the offshore lease sales would generate $800 million in revenue over ten years.

What the House should do is to set a deadline and tell Obama that if he doesn't comply with the existing law by then that he'll be impeached.

IG report shows Obama WH rewrote Gulf spill report to support moratorium
When the Obama White House announced its moratorium on drilling in the Gulf of Mexico after the BP-Deepwater Horizon catastrophe in April, the administration insisted that they followed the recommendations of its panel of experts. This story blew up when the panel of experts insisted that they had not recommended any kind of blanket moratorium, and that one simply wasn’t necessary to address the deficiencies at MMS that contributed to the catastrophic fire and spill. A new report from the Inspector General probing the White House response accuses the administration of rewriting key sections of the report in order to falsely give the impression that the panel had made that recommendation:

The White House rewrote crucial sections of an Interior Department report to suggest an independent group of scientists and engineers supported a six-month ban on offshore oil drilling, the Interior inspector general says in a new report.
In the wee hours of the morning of May 27, a staff member to White House energy adviser Carol Browner sent two edited versions of the department report’s executive summary back to Interior. The language had been changed to insinuate the seven-member panel of outside experts – who reviewed a draft of various safety recommendations – endorsed the moratorium, according to the IG report obtained by POLITICO.

The moratorium you speak of applied only to the Gulf.
There were separate moratoriums tracing back to the Democrat Congress of 2007 banning drilling off Southern California, Alaska and the Atlantic coast. This bill seeks to end those moratoriums.
The administration says that the Gulf moratorium has been withdrawn -- yet the Dept of Interior is dragging their feet on issuing any permits.
It's avoidance of the law by other means...
