Redrawn legislative districts, high voter turnout for the presidential election and continuing demographic shifts are likely to benefit Democrats, political observers of both parties say.
"If you think 2010 was bad," former Senate Republican leader Jim Brulte tells Republicans, "just get a load of what's going to happen in 2012."
Democrats have controlled the Legislature most years since the late 1950s. But in all that time, they have not once held two-thirds majorities simultaneously in both houses.
Voters last year lowered the threshold for budget passage to a simple majority, but tax measures like Gov. Jerry Brown is proposing still require a two-thirds vote under Proposition 13.
The Democratic governor plans to present a revised budget plan this morning. But as his negotiations with Republican lawmakers drag on Brown needs two Republican votes in each house to put tax extensions on a ballot frustrated Democrats are increasingly looking to 2012.
"It's absolutely clear the only permanent solution for California's problems is to elect a two-thirds majority of Democrats in each house of the Legislature," Assembly Speaker John A. Pérez, D-Los Angeles, told delegates at the recent California Democratic Party convention. "That work must begin today."

The prediction is probably accurate. Then God Help us!
Well that is just special. See, cuz Democrat idiocy didn’t cause this mess in the slightest. Let’a reward them with more seats!!
I read an article recently about how California has always been a boom to bust to boom state.
Unfortunately, the busts seem to be getting deeper and deeper, much like the recessions in this once great nation of ours.
These are very strange and troubling times...
The Rats have full control of both houses and the have the governor now in VT. They just passed single payer healthcare and are going to make the state a complete liberal hell hole.
The way the primary election runs here..you may end up with two democrats on the final election ballots. So we may truly have a one party state. A lot will depend on how the re-districting goes.
You are absolutely correct! There are a lot of us “traditional conservatives,” but the large cities control the votes. Actually, I am almost encouraged by this latest move. Once the RATs own it all, they will crash the state. I only hope we don’t end up like Greece with the “takers” rioting in the streets when their checks quit coming. That day isn’t far off.
Everyone in my family vacated California. I was the last to go, bailing in 2005 when I could not find work. I’m convinced that if a fence is ever built, it will be around California... To keep all the slaves inside.
Will the last PRODUCTIVE Californian please turn out the lights as you are leaving???
“Off the cliff.”
Just before that happens, the cries of “too big to fail”will start. Then the few remaining productive people in the country will be called upon to bail the bums out.We are so screwed....

Thanks! And I won't be able to sell my house and move because all the businesses will pack up and leave causing house values to depress even further.
Looks like I will need a gallon of gas and a match to get the hell out of Cali...
Awesome, they may be able to replace Michigan as the worst failed state.
Yeah, you say that now...but just watch
So sorry. Been there, done that. My husband’s company shut the lights in California in 2009. Everybody moved to Arizona but we had to sell our house, too. By the time it went, it had lost a third of it’s highest value. Yes, I know houses were overvalued in 2007-8 but it still hurt. Good luck to you. I sympathize.
They’ll be changing the name of the state to Detroit.
It would be fun to watch the liberal enclaves of Ca, Il, and NY descend into oblivion.
But in my heart I know when things get really bad, they’ll be able to sell bonds guaranteed by the fed gov.
What the Union members and high paid bureaucrats don’t realize, is that eventually THEY are going to have to kick in their “fair share” of the taxes. But First, California, make sure you GO AFTER the Hollywood stars....big time....
Maryland...
just kidding).
