The National September 11th Memorial and Museum is flush with cash -- but not bathrooms.
The nonprofit foundation running the $508 million project is expecting millions of visitors from across the globe to flock to lower Manhattan when it opens this year on the 10th anniversary of the World Trade Center attacks. But there won't be a single toilet available on the eight-acre green plaza -- a planning oversight now raising concerns in closed-door meetings.
Two large reflecting pools and cascading waterfalls on the site are intended to create a serene environment for quiet contemplation of the lives lost during the terror attacks. They may also be a frustrating reminder there's nowhere to relieve oneself.

Nothing like the sound of a waterfall to get you thinking, “Now where did they hide the restrooms?”

When they do get around to installing them, they need to make sure that just like the FLT 93 “Crescent of Embrace” memorial, they face mecca.

Yeah, but you have to give the local business(s) credit for not only making their facilities available for the expected crowds, but actually preparing for them.
Preparation.. something you rarely see from a government agency.

They should have taken some hair or ashes from bin laden and worked them into the porcelain in the toilet bowls and put up 50 toilets.

In that area of the city, the LAST thing you want are public restrooms. Unless you want the visitors to have a great view of the local fauna taking showers in the toilets, and cooking crack in the sinks.
There will be bathrooms in the Train stations below.

a serene environment for quiet contemplation of the lives lost during the terror attacksI'd be contemplating all the money the memorial foundation's board and employees helped themselves to.

‘’When in Rome....’’ as someone who worked in Manhattan for years I can tell you folks will do what they always do; relieve themselves in the streets or on the sub-way platforms. I used to see people doing that all the time. And it wasn’t just homeless people doing it either.

Most business’ restrooms are for customer use only.
Perhaps the giant mosque across the street will welcome them?
