WASHINGTON, D.C. -- The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will conduct the first nationwide test of the Emergency Alert System (EAS). The nationwide test will occur on Wednesday, November 9 at 2 p.m. eastern standard time and may last up to three and a half minutes.
The EAS is a national alert and warning system established to enable the President of the United States to address the American public during emergencies. NOAA's National Weather Service, governors and state and local emergency authorities also use parts of the system to issue more localized emergency alerts.
On November 9, the public will hear a message indicating that "This is a test." The audio message will be the same for both radio and television. Under the FCC's rules, radio and television broadcasters, cable operators, satellite digital audio radio service providers, direct broadcast satellite service providers and wireline video service providers are required to receive and transmit presidential EAS messages to the public. A national test will help the federal partners and EAS participants determine the reliability of the system and its effectiveness in notifying the public of emergencies and potential dangers nationally and regionally.

I thought they did monthly tests every 1st Tuesday. I hear the tornado sirens whail and the radio barge-in with harsh poor-quality buzzes and announcements every month. If we were ever were to be attacked, all they would have to do is do it on the 1st Tuesday and it would be ignored by everyone as just another test.

This is what is significant about this. Its over all broadcast medium.
There are speakers placed around Arlington, VA. The audio quality reminds me of the Saturday Night Live skit for the NYC transit workers who could only communicate in muffled grunts. The only relevance of a test like this is for all-day TV watchers (I got rid of mine 12 years ago), or the lemmings in the subway. Needless to say the real sources of breaking news such as this website will ignore the government BS.
Even those of us with Sirius are going to have to put up with this? I pay for that service, and not to hear from the Obama administration.
I know this is supposedly a one-time deal, but I could see these intrusions increasing on the leadup to November 2012 (especially during a certain talk show by the EIB network). Ominous but unspecific blather to give the public the false impression that Obama and that Janet Napolitano guy are actually working very, very hard to protect us. Or worse, Moochelle could take over the airwaves and screech “Have you eaten sprouts and kale today? Don’t stop at McDonald’s...have a apple instead. DO IT!!!”

Covers Only Critical Emergency Alerts: Consumers will receive only three types of alerts from PLAN: (1) alerts issued by the President; (2) alerts involving imminent threats to safety of life; and (3) Amber Alerts. Participating carriers may allow subscribers to block all but Presidential alerts.
