The Democrats are polling Republican candidate’s strength as well. If Palin were such the longshot they keep proclaiming, then they would just ignore her as some crank. Obviously, and as the recent e-mail effort attests, this is certainly NOT the case. They are petrified of Palin.

Why do they keep including Rudy in these things?

Although Sarah Palin beats Mitt Romney in one segment of the poll she doesn’t do well in some categories. However, I believe that this is based mostly on the fact that she has been negatively characterized by the MSM for almost 3 years. I also believe that, like Ronald Reagan, Palin could turn that around if she campaigned for the GOP nomination.

What should be the cutoff date for one to conclude that Sarah isn’t running?

I think Sarah has demonstrated that she doesn’t necessarily have to follow conventional wisdom on these things. But yes, at some point she will have fish or cut bait.

Labor Day. If she hasn’t formed an exploratory committee by then, I would be fairly convinced she isn’t running.

Clinton declared in October. I’d say if she has until Nov 1

That was a different era. For instance, the major primaries - including Super Tuesday - are held earlier now. In fact, Super Tuesday is schedule for February 7, 2012.
