Is this a “city manager” style city government? That would explain why the mayor was ignored.

That form of city government tends away from citizen responsive government. You have a bureaucrat running things. Elected officials become impotent. Like this mayor.

Good point but doesn’t matter. The Mayor is heard to say “I have control of this meeting.” So even if there were a City Manager - they weren’t officially in control of the meeting. That would be “Da Mayor.”
