Investigation into APS cheating finds unethical behavior across every level

The Atlanta schools cheating case is now in the hands of three local district attorneys, who must decide whether the scandal is also criminal.
District attorneys in Fulton, DeKalb and Douglas counties said they are reviewing the voluminous report by state investigators and will decide whether to seek indictments.
Douglas County DA David McDade said Friday he expects it will take prosecutors a considerable amount of time to reach decisions. He noted that the GBI’s investigative file in the case amasses 120 volumes.
As prosecutors consider their options, scores of current and former APS educators and administrators, some at the highest levels of the system, are left wondering whether police officers will knock on their doors.
“I’m sure there are a lot of people who have great concern right now,” said Ron Carlson, a University of Georgia criminal law professor. “Some of the allegations in this report are gravely serious.”
Among the potential charges: giving false statements to investigators or altering public documents, which are felonies with penalties of up to 10 years in prison. School officials who submitted test scores they knew to be false also face possible felony charges and up to five years in prison.
Anyone who destroyed documents or instructed subordinates not to cooperate could be charged with obstruction of justice, a misdemeanor.
The report says 178 educators, including 38 principals, participated in cheating on standardized tests. It also accuses top administrators of destroying or altering complaints about misconduct and trying to hinder the investigation.
When former Gov. Sonny Perdue launched the probe last August, he stressed that teachers who cheated but were honest with investigators should not be criminally prosecuted. Gov. Nathan Deal restated that directive after he took office, the report says.

If the APS received increased funding because of their phony scores, it is obviously fraud. The Superintendent, the former Superintendent, the offending principals and teachers ought to be frog-marched out of their offices, just as the government does to accused CEO’s of private business.

Holder has already shown what can happen, such as when the Black Panther were menacing at the Pennsylvania voting place...they were dismissed.

God forbid that we should end up with a work force of what amounts to a bunch of perpetual welfare recipients who have to be led by the hand through every task assigned them. Not only that, just keeping them from falling asleep might be a very large task.
Since so many government employees were involved, it will take the union a long time to negotiate a fair bribe and to line up enough bagmen to make the deliveries to make this go away.
Certainly with this test cheating being done to get federal dollars it should be criminal fraud. Because many of the students who were denied an education as a result were African American you would think that Jesse Jackson and Al Sharpton would be weighing in....their strange silence is likely because some of those perpetrating the fraud were also African American. Eric holder will do nothing for the same reason.
Can you imagine the hair--pulling and teeth-gnashing at the AJC when they had to print the pics of the top 10 people involved in this and they were all black???
The fact that what appears to be the majority of perps in this fraud and thievery are black leads me to believe that there will be little or no serious jailtime for anyone involved. Well, they might be able to find aa few whites to pin it on. Or a couple of low wage lackeys.
Face it. This ain't going to look good for the racial industry in this country. Can anyone imagine the AJC printing pics of blacks if there were ANY non-blacks to print first??? Let alone 10 blacks. Not good at all.

Eric Holder's people are NOT inferior, but it is RACIST to hold them to the same standards as everyone else.
Beyond criminal indictments, what of other punishments? I noticed that the General Counsel for the school district was involved.
Will the Georgia State Bar Association have a say?
It would be hard to believe that if this happened in Atlanta it is not happening in urban schools with historically underperforming school districts all over the country. Any of these school districts that showed a marked improvement of scores vs other school districts with a similar student profile should be looked into to assure that institutionalized cheating was not the reason the district overperformed on the standardized tests.

Yes. They borrowed a SWAT team from another agency. The alleged crime? "Fraud."
Every single "educational professional" involved should have her credential permanently revoked.
A new law should be passed (assuming one doesn't exist) that puts pensions at risk for future fraud and professional misconduct. This isn't an "honest error."
It's a conspiracy. If any union can be shown involved, it should be threatened with decertification.
It violates every principle of trust placed in these "educational professionals" from the taxpayers paying their salaries to parents sending their kids into those schools to the innocent children in the classroom.
If this took place at a private institution, there would be armed raids and legions of arrests. We've seen it happen over the years too.
Cooperative witnesses may escape jail time but they had better testify and face stiff penalties including loss of license.
Since they're so fond of them against students, I suggest a ZERO TOLERANCE policy.
