Well then, what is the problem with getting a DOH-issued photostatic copy? You already supposedly have a DOH-issued scan. What makes a photostatic copy better than a scan? Besides, if they did issue one, birthers would just claim it had the same kind of problems the LFBC does. Have you noticed that the Nordyke twin's BC has the same kind of "kerning" Obama's form allegedly does? And that the 'H' in 'Honolulu' is on the same baseline as the rest of the letters in two cases, but floats above the baseline in a third? Do you really think the birthers would accept those kinds of anomalies in a photostat from Obama?
I don't think they'd be satisfied even if the Hawaii DOH ripped the page out of the binder and passed it around to all 300 million of us.
