MINNEAPOLIS (AP) -- Democratic Gov. Mark Dayton offered Thursday to end a two-week government shutdown by accepting a Republican proposal to bring more money into Minnesota's budget.
Dayton announced in Minneapolis that he will agree to an offer legislative Republicans made just before the shutdown started, if they agree to drop a list of policy changes and a plan to reduce the state workforce by 15 percent.
GOP leaders said they were reviewing the offer and had no immediate comment.
The offer would raise $1.4 billion, half by delaying state aid checks to schools districts and the other half by selling tobacco payment bonds.

Hold on, Norm. In 2010 the Minnesota electorate threw out the Democrats and gave control of both chambers of the Legislature to the GOP for the first time in a generation.
Regrettably, however, once again a third-party stooge of Jesse Ventura siphoned enough GOP votes to elect the brain dead drunk Mark Dayton as Governor by an eyelash.
So it was again a third party that splintered otherwise well-meaning voters — just as how Norm Coleman was defeated in 2008.
The Dems in Minnesota can get 44% of the people to vote for a door knob.
Once again, the media misreports the June 30 offer. Delaying payments to school districts was Dayton’s idea, not the GOPs.
Still, though, anything that gets Marx Dayton off the ledge is good for the state of Minnesota.
That’s not the only revenue that’s being lost. I’ve noticed in the convenience stores that the lottery has been shut down also. That’s a lot of cash that Minnesota has been losing.
Actually, it's slightly different than that. Since the Minnesota Senate went to partisan status in the 1970s, Republicans have NEVER controlled it. Until now. So yes, 2010 was a seismic shift.
And let's not forget that, as attractive as a third party sounds nationally, the Independence Party got Dayton elected. Outlets like the Minneapolis Star and Sickle jumped on Tom Horner's candidacy as a way to split opposition to their real favorite, Dayton.

It sounds like Dayton caved in and Republicans who wanted to cut spending won. Am I missing something? If not, this seems pretty encouraging. We’ve had two big showdowns over government spending and Christie’s on-going smaller battles. In each case, despite the Dems and their union goons’ sound and fury, the “cut spending” crowd won.
Simple as I understand it:
MN has a budget deficit.
MN has a Repub legislature for the first time in awhile.
Repubs put together a "draconian" budget to fix the shortfall.
RAT governor disagreed.
Much turmoil.
State ran out of money and much of state government shut down.
RAT governor has now capitulated.
Much rejoicing by Conservatives.
I hope the assholes in DC are aware of this.
