Minn. governor, GOP leaders have deal to end government shutdown; needs legislative approval.
Gov. Mark Dayton said Thursday morning that he is willing to accept Republicans' June 30 budget offer, which would close a $1.4 billion budget difference by delaying payment of school funds and borrowing against the state's tobacco settlement.
"This is the only viable option that's potentially available," Dayton said.
Dayton said his acceptance was contingent on Republicans' dropping all controversial policy positions as well as the push to cut 15 percent of the state's work force, and the passage of a $500 million bonding bill.
Senate GOP spokesman Michael Brodkorb said Senate Republican leaders were still studying Dayton's offer, and were not ready to comment.
The GOP offer had two primary components. The state would drive down the deficit $700 million by increasing the amount of deferred school payments. It would then borrow from future tobacco settlement payments, which Dayton wrote in a letter Thursday would net $700 million.

Rush portrayed this as a cave on Dayton’s part, but I think the 15% might have been pretty important.

There was another state the relied on that and it failed (I fergit which one. CRS disease)
First, I don’t see that a deal was closed. Second, the deal the governor is offering is junk.
Congratulations to the Minnesota State GOP. They managed to slow down the runaway train of state government spending at leadt for now. Hopefully they will be able to tighten things up some more in 2 years when the next budget is enacted.
I think this was a case where the shutdown hurt the people in the Democrat districts there than it did those in the Republican districts. Governor Dayton’s position was only going to get weaker if the shutdown lingered.

Just like lottery money for education and tobacco money for health costs of smoke these are all just excuses for revenue streams to fund statists drive for largesse.
They play a shell game and the only thing that changes is the ever increasing number of shells.
They can’t cut 15%. That’s a lot of union dues that the Democrats need.
Is it true that the efforts to require I.D. for voting is going to be tossed out of the deal for now?
That would be Arizona’s funding from tobacco sales to low-income health insurance coverage.

Anybody that links tobacco settlement payments with solving our very real spending issues is smoking dope. That money has been squandered many times over.
