If you read the manifesto, he devotes much space to labeling and classifying various types of “traitors” - including the Norwegian Labour Party. Like a lot of fanatics, he hates his own people that he considers “traitors” more than his declared enemy “Muslims.”

The summer camp for "kids" (if you want to call ages 16-22 kids) was run by the Labor Party, hardcore Socialists. Not to defend the killing, but there is a certain kind of grim logic to it.
Apparently, he realized that the islamists wouldn’t do any good, so he went after the Norwegian politicians who cowtow to those islamic jihadist immigrants.
