As I wrote that I was envisioning the thought process of the difference between a hiker in the wilderness with a side arm and a gang banger loading up his trunk with a Tech 9 and plenty of ammo.

Like someone said the answers to "Why" are the same, but the intent is worlds apart. With the terrorists, the self defense part comes after they have lit the fuse.
