You have it. The goal of the operation was NOT to stop gunrunning into Mexico. The goal of the operation was to increase the number of guns found at crime scenes in Mexico so that the president could claim that more gun control was needed and he did not care how many agents and innocent Mexicans were murdered with those guns.
A special prosecutor has not been appointed because his net would catch dozens of ATF and FBI agents as well as Holder and Obama himself.

And be assured, of course, the White House will lie on this matter.
But we are trying Roger Clemens for lying to Congress.
