looks like we’re still going to get a version of the crescent, what they are calling a “Bowl” area of the final memorial:

It’s just that our country can no longer walk and chew gum, or complete something in under 10 years, so it’s only “Phase I” that is expected to be completed in time for the 10th Anniversary.
