I’m not entirely sure why being called a hobbit should be considered an insult.
Hobbits had many admirable qualities, their most admirable being an absence of Nietzschean Will to Power.
They were also the primary actors in the overthrow of the Dark Lord.
We could use more hobbits and fewer of those who despise them.

After the hobbits were done with Mordor, they went home, and cleaned up the Shire.
I re-read the chapter "The Scouring of the Shire" a few days ago and found it an inspiration.

As a staunch conservative and conscientious Christian, I’ve gotta say I find that statement OFFENSIVE!
...just because the NVA was once our enemy is no reason to wish nonsensical campaign finance rules on them.

I agree... It’s a matter of perspective, I suppose.
Hobbits were the heroes of the tale. Elves were aloof, self-absorbed, and running away. Humans were too busy in-fighting. Dwarves couldn’t be bothered with surface affairs.
Hobbits went on a dangerous quest, with little help from the world at large, facing constant opposition, to strike a blow at the heart of corruption. I’d say there are indeed parallels.

So, are you saying that he meant it as a compliment? I doubt it. However, it wouldn't be the first time that a small group of people were given a name that was meant to mock them, but became a badge of honor instead. (Christian)
