And it has to be hard to miss the F350 headlights.
The LEOs in Texas call those people the Paul Revere drivers.
My sister in law was parked in a handicapped space long enough to pick up my mother who was coming out from a clinic with her walker once. Mom had the tag in her purse, but my SIL didn't have it hung in the car at that exact moment, so the cop wrote her up even though it was patently obvious she was helping an elderly person to the car.
I guess you are supposed to leave your elders to fend for themselves in rain, wind, sleet or ice while you first run out to hang the government issued tag in the car.
I do too, but the road I drive every day is dangerous with lots of hills and curves. TXDOT repaved it with the pavement that lets water drain through it, not off the surface [which we haven't needed since they did it]. Still, there have been numerous accidents and fatalities - one this week. If I see an idiot racing down the road at a high speed, I will flash my headlights at them to slow them down.
Ticketed for causing others to comply with the law!

Is it to write tickets or is it to improve safety by encouraging people to drive the speed limit?

I often flash my headlights at other people as a “heads Up” that something is amiss ahead. It could be a speed trap, car wreck, rocks on road, cattle on the road and many other things the oncoming driver needs to be wary of.
Not long ago one night,I had a driver flash at me so I slowed down. As I crossed over a small bridge there were two women walking in very dark clothes in my lane and would not have been seen by me except for being aware due to the other driver flashing his headlights.
BTW, the LEFT LANE is the Oncoming Traffic. The RIGHT LANE is the one going your direction.
These lanes can be subdivided into 1, 2, 3 or even 4 lanes ~ or maybe 5 or 6.
You can understand the difficulty of enforcing a light flashing law but I've noticed that with universalization of the right to carry a gun there's been much, much less of it.

If it were about public safety (like criminal enforcement, which does not look to turn a profit) they’d be patrolling the roads and locations (and times) with the most accidents, instead of the highways and stretches that are safest (thus where safe, sensible people exceed the limit).
I’d rather unmarked cars enforcing all laws (like speeding up when being passed, failure to yield the passing lane to overtaking vehicles, failure to signal) and not sitting on the shoulder with a radar gun.
Those whose speed is dangerous to others don’t need a radar gun to detect. And when cops are on the side of the road processing a radar ticket for 65 in a 55, the dangerous speeder has ample opportunity to slow briefly before resuming his ways unchecked.
My more radical notion is to have traffic laws be a private matter between you and your insurance company. A GPS unit in your car tells them your habits, and enables them to charge you more if you exceed certain limits on certain roads and times. You would get a premium surcharge from your company for each red light you ran. The only ticket the government could give you is for driving without insurance, and that could easily be enforced with EZ-Pass type roadside transponders. (Yes, I realize that there are privacy issues - it would have to be criminalized for the insurance company to disclose the data to anyone without a court order.)

I'll not dispute that. But I'll bet it's one of those "It's illegal for your horse to wear a hat on Sunday" laws that are no longer observed. I've logged about a million miles in VA since 1974 and I've never heard of it. And I've often dimmed my lights when cops pass me.
Of course, nothing in this police state, uh, commonwealth would surprise me. Especially in Fairfax.
Some big dog didn't like having some a&&h**e flashing him from behind I'd guess. I've never been aware of it being enforced, but with the arrival of shall issue controlled carry permits there's really been a major reduction in light flashing anyway.
People in parking lots are more polite too ~ unless they come from out of state!
