The measure of Bush's folly is that he either lied himself or was grossly negligent in surrounding himself with transparent liars, and having dishonored his country in this ruinous, murderous misadventure, demonstrated his contempt for truth, human life, ancient cultures, and not least, the Constitution.
No. I think the premise is that the president who ordered the action was also the president that "broke America as a superpower" and frankly I find the reality cannot be reconciled with the argument.
