I think any disease that is communicable to elementary school children should be given shots...Back in the 40’s I had to have have such shots....but the Texas mandate was for a sexual transmitted disease. Its not the governments job at that point, it is the parents if they want in....should have been opt in, not opt out... Most 12 year olds are not having sexual relations....and the one cancer that vaccine protected against was not the only cancer that females get...it ignored many other types of cancer. Most vaccines have a very small amount of catastophic results from vaccines...I believe the results of that vaccine are causing problems than are greater than 12 years olds that might....get that particular cancer...It targeted only 1 type of cancer out of many.

Texas law permits a person to decline "mandatory" immunizations for reasons of conscience, including a religious belief. Texas Statutes - Section 42.043: RULES FOR IMMUNIZATIONS.
